The State Duma finally approved the draft law on high-hazardous waste and changes in part of MSW to Law No. 89-ФЗ

A unified state system for handling hazard classes I and II will be created in Russia, the central place in which the federal operator will take in handling them. The State Duma adopted the corresponding law in the third reading at a plenary session on July 17.
As Vladimir Burmatov, head of the State Duma Committee on Ecology and Environmental Protection, noted, 350 thousand tons of hazardous waste is generated in the country every year, only 3% is disposed of according to all the rules.

After the law enters into force, the Government of the Russian Federation will approve a federal scheme for handling waste of I and II classes of danger. Compliance with the scheme will be a prerequisite for the implementation of activities for the management of such waste. The central place in this system will be taken by the federal operator for the treatment of hazardous wastes, which will be determined by the Cabinet at the suggestion of Rosatom, coordinated with the authorized federal authority.

According to the bill, individual entrepreneurs and legal entities, as a result of economic or other activities that generate waste of I and II hazard classes, will handle these wastes independently if they have ownership or other legal objects of neutralization. In other cases, they are required to transfer such waste to the federal operator.

In terms of handling municipal solid waste (MSW), the creation of a Russian environmental operator is envisaged. The Government of the Russian Federation is proposed to empower them to establish uniform requirements for the objects of treatment, disposal, disposal of these wastes, including with regard to the choice of locations for such facilities, materials used and technological solutions. It also provides for the creation of a federal scheme for the treatment of MSW.

In addition, manufacturers and importers of goods are entitled to entrust the implementation of standards for utilization of PPK REO or an association established by such manufacturers. In this case, the CPD REO or an association shall enter into an agreement with a legal entity or an individual entrepreneur engaged in the disposal of waste from the use of goods, and shall submit on their own behalf a report on the implementation of recycling standards.
